Phishing *is* a global problem
Despite the apparent focus on threats relevant to English speaking countries, spam and phishing attacks are a truly global problem.
Here is an example of a phish targeting a less widely spoken language:

Like the internet, phishing, and phishers, has no borders. Just because the press talk primarily about English language threats you should still be wary of non-English emails. Even if the message is not understood, the curious may still click on the link and fall victim to the attack.
Internet criminals respect no borders and no groups they only respect one thing:
