EM Library: error 0x80070003

Issue

When you try to create a local library, EM Library fails with error code 0x80070003.

When you check the Windows Event Log, additional errors 1920 or 1923 may be reported.

What to do

Use another account with administrator rights to install EM Library.

If this fixes the issue, it indicates that the problem is related to a corrupted user profile.
