EM Library: downloads fail and log reports 'Proxy Authenication Required.....'

Issue
Packages are not downloading. Updates are not occurring.
The EM Library message log displays warning messages similar to:

The servername/sophosem library update task has failed index 0x8000ffff update failed, parent could not be accessed.......index 0x80040415 could not read the EM library database mcid.lok
Failed to authenticate the proxy server http status code is 407 proxy authentication required index 0x80040415

What to do

Check your proxy settings used to access the internet. Ensure you have the correct IP address.
Check to see if authentication is required to go via your proxy server. If it is, ensure that you are using the correct username and password.
