To upgrade from Enterprise Console version 3 to version 3.1: Follow the instructions in the Network Upgrade guide: upgrading from Enterprise Console 3.0 and deploy to your network.
To upgrade from Enterprise Console version 2 to version 3.1: Follow the instructions in the Network Upgrade guide: upgrading from Enterprise Console 2.0 and deploy to your network.
